Off to the future with a new soccer robot

ScienceDaily (Oct. 30, 2012) ? Computer scientists from the University of Bonn have developed a new robot whose source code and design plan is publicly accessible. It is intended to facilitate the entry into research on humanoids, in particular, the TeenSize Class of the RoboCup. The scientists recently introduced the new robot at the IROS Conference (International Conference on Intelligent Robots and Systems) in Portugal.

With its white head and black body, "NimbRo-OP" looks almost human. After all, at a height of 95 centimeters, it is almost the size of a small child. Among soccer robots, it counts as a "grown-up." Thanks to light-weight materials, its weight of 6.6 kilograms is, however, clearly less than that of a child. It has a total of 20 drive elements that convert computer commands into mechanical motions. This is also why "NimbRo-OP" is very agile -- it has no problems kicking a soccer ball, and it can also get up from a prone position like a human, for soccer players also sometimes fall down.

The robot's source code and design are open source

"We have made very effort to keep the design simple to allow other working groups to also use this robot as a basis for their work, modify and repair it," says Prof. Dr. Sven Behnke, lead of the Autonomous Intelli?gent Systems working group from the University of Bonn. Source code and design plan of "NimbRo-OP" are open source. This is intended to facilitate entry into research on humanoids, in particular, the TeenSize Class of the RoboCup.

The Bonn researchers used different humanoid robots as the inspiration for their project. "There are also other very interesting robots; but they are clearly smaller than ours," says Prof. Behnke. "But its size is essential for being able to do certain things, such as in robo-soccer." In addition, "NimbRo-OP" has a special wide-angle camera to get a view of the soccer field, and high processing capacity for swift response.

"NimbRo-OP" to participate in RoboCup

This robot, which was recently presented at the IROS Conference (International Conference on Intelligent Robots and Systems) in Portugal, is a prototype. "NimbRo-OP is not suitable for consumers," says Prof. Behnke. "Our target group consists of scientists who want to program robots based on this hard- and software." The scientists from the Uni?versity of Bonn also want to enter their robot in the RoboCup.

This is a first step in the development project. "With this platform, we would like to achieve compatibility with other robots," says the computer scientist. Over the next three years, the development project will be continued together with igus GmbH K?ln, an application partner, within a knowledge transfer project entitled "A humanoid TeenSize open-platform soccer robot." Prof. Behnke explains, "The goal of the project is accelerating progress in the humanoid robot area by intensifying the sharing with other groups of researchers."

Robots' soccer skills still inferior to those of humans

Chess computers have already proven that they can best human capabilities. "But humans are still clearly better at soccer than robots," the computer scientist from the University of Bonn reports. The requirements for soccer robots are high; they have to perceive environ?mental conditions via cameras and inclination sensors, detect the goal posts, opponents and obstacles, and make and implement decisions in?volving their team members. "There is still much to do to solve all the problems out on the pitch," adds Prof. Behnke.

Robo-soccer as a testing grounds for future everyday applications

The scientists are using the RoboCup to experiment with complex challenges for bipedal robots that can potentially be used in many practically relevant environments beyond soccer. "For example, they are capable of using tools, climbing stairs, and passing bottlenecks that are too narrow for wheeled or tracked robots," explains Prof. Behnke. In addition, they can also use human facial expressions, gestures and body language for communicating.

He adds, "Our goal is to stop re-inventing the wheel over and over; by using an open platform together with other researchers, we want to find solutions while saving on effort and expenses." The working group around Prof. Behnke is the most successful humanoid team worldwide at the RoboCup, and with wins in eleven individual competitions, quite likely even the most successful RoboCup team overall.

Will Hurricane Sandy Leave Higher Insurance Rates In Its Path ...

People from the DC area to New England woke up this morning and began to check around their homes and property to see if they made it through Hurricane Sandy without being pummeled. But even if you?re not one of the ones wondering how your patio grill ended up in your attic, you might still be paying the price in higher insurance premiums.

?Even if you haven?t been hit, [that] doesn?t mean some of your neighbors haven?t been adversely impacted by the storm and that could impact you,? a spokesman for the Insurance Information Institute tells SmartMoney.

However, though an increase would certainly go along with the upward trend in homeowners policies (the national average rate has jumped 22% in just the last five years), the mild winter for most of the U.S. have thus far resulted in significantly fewer losses to insurers in 2012:

The first half of this year saw a drop in catastrophic losses, which totaled $13.8 billion, compared with $24.4 billion during the same period a year ago, according to the Insurance Information Institute. The industry?s overall net income after taxes skyrocketed during this period to $16.4 billion, compared with $4.8 billion a year prior.

Some independent insurance agents say that, in order to keep premiums from going higher than they already are, they will likely be advising some clients who have recently filed storm damage claims to refrain from doing so in this instance if they can afford to go out of pocket for the repairs. Homeowners who do file multiple claims in the span of a couple years raise the likelihood of being dropped when the policy comes up for renewal.

Beyond rate increases, insurers could also change the way they insure houses in the Mid-Atlantic and Northeast. Considering that Sandy is the second devastating hurricane to come through the area in just over a year, insurers could begin writing policies similar to what you find along the Gulf Coast, where homeowners will see wind damage claims limited or even excluded.

SmartMoney points out that if premiums were to increase, homeowners can offset the cost by increasing their deductible. They will have to pay more when they file a claim, but for those in a low-risk area, it might be a calculated risk worth considering.

(AP) ? Three touchdown passes, one incomplete pass.

Not a bad night for Alex Smith, and it could have been better, considering that the one incomplete pass was dropped by a wide-open receiver.

The San Francisco quarterback completed 18 of 19 passes for 232 yards and three touchdowns ? two to Michael Crabtree and one to Randy Moss ? to help San Francisco flatten the Arizona Cardinals 24-3 on Monday night.

"Eighteen of 19, I have never seen that," 49ers coach Jim Harbaugh said. "How important for your quarterback to play very well? It is very important and I don't know how you play much better. It was a fantastic game by him."

Arizona defensive tackle Darnell Dockett could hardly believe what Smith had done.

"Everyone's surprised. My 5-year-old son's surprised," Dockett said, "but at the end of the day it wasn't like he had to make the long perfect throws. He had some guys open and we missed some tackles and they made plays."

Smith said he had no idea his stats were that good.

"Which is a good thing," he said. "I don't want to think about my stats or incompletions or anything like that. I was kind of in a good rhythm, the whole offense was. "

Smith has withstood more than his share of criticism he was the No. 1 overall pick in the draft in 2005. He was not interested in calling this a statement performance.

"At this point I don't care," he said. "if you ask me a few years ago, yeah maybe, but at this point I don't really care. I am concerned about winning. The guys in the locker room know what I am about and that is what really matters."

As for reports he had lost his confidence, Smith said, "It was in my closet. I found it."

Smith was 14 of 15 for 146 yards and two touchdowns, both to Crabtree, as the 49ers built a 17-0 halftime lead.

Moss caught a 47-yard TD pass, dodging tacklers down the sideline on a play that seemed to turn back the clock to the receiver's prime. With the catch, he tied Terrell Owens for fourth on the NFL career touchdown list with 156.

Smith, who tied a career high with the three touchdown passes, spread out his completions to 10 receivers. Crabtree led the way with five catches for 72 yards.

Arizona's defense, supposed to be the team's strength, missed tackle after tackle in an embarrassing nationally televised performance at home. The 24 points were the most allowed by the Cardinals this season.

"This was a big test for us, and everyone saw how it went," Arizona coach Ken Whisenhunt said. "It was disappointing to say the least."

Quarterback John Skelton called the loss "embarrassing" and "humiliating."

Led by Smith's near-perfect precision passing, the 49ers methodically dominated from the start. He had the best completion percentage of his career, and he would have been perfect had Delanie Walker not dropped the ball when he was wide open on a crossing route in the first half.

A 10-play, 77-yard drive that consumed just over 6 minutes of the first quarter put San Francisco up 7-0. On third-and-goal from the 3, Smith threw a sidelines pass to Crabtree, who outfought Patrick Peterson for the ball and the touchdown.

A flurry missed tackles, most notably an open-field whiff by Sam Acho, helped Ted Ginn Jr. return a punt 35 yards to the Arizona 45 in the second quarter. Daryl Washington sacked Smith to help set up a third-and-23 from the Arizona 46. But Smith found Crabtree over the middle for 22 yards, just a yard shy of the first down. David Akers' 43 yard field goal made it 10-0 with 5:58 left in the half.

Crabtree beat Peterson again for San Francisco's second touchdown. Smith threw over the middle to the receiver, who caught the ball, then fooled Peterson with an inside move into the end zone to make it 17-0 with 1:41 left in the half. The 49ers drove 68 yards in eight plays, again overcoming a sack, this one by Calais Campbell, that made it second-and-goal from the 16. Smith threw 7 yards to Mario Manningham to set up the TD toss to Crabtree.

The Cardinals were booed off the field by the home crowd at the half.

Things didn't get any better for the home team in the third quarter. On third-and-9, Smith threw 30 yards to Crabtree, who evaded a host of tacklers. Then on third-and-8, Smith tossed a short pass to Moss, who sidestepped a series of would-be defenders all the way to the end zone, putting San Francisco ahead 24-0 with 7:27 left in the third quarter.

The Cardinals averted a shutout with Jay Feely's 28-yard field goal

John Skelton, making his second start since Kevin Kolb went down with rib injuries, completed 32 of 52 passes for 290 yards, often overthrowing receivers. The Cardinals rushed for just 7 yards in nine attempts against the 49ers, who entered the game as the No. 1-ranked defense in the NFL, No. 2 against the run.

Arizona's final possession ended when Larry Fitzgerald was stopped at the 1.

Notes: The roof was open at University of Phoenix Stadium, a rarity for Cardinals games. ... San Francisco C Daniel Kilgore left the game in the first quarter with a concussion. ... Washington had two sacks, giving him eight for the season. ... In its two nationally televised night appearances this season, against St. Louis on a Thursday and San Francisco on Monday, Arizona was outscored 41-6. ... The 49ers improved to 3-1 on the road, winning their last two away from home by a combined 55-3. ... Only Jerry Rice (208), Emmitt Smith (175) and LaDainian Tomlinson (162) have more touchdowns than Moss. ... Justin Smith had two of San Francisco's four sacks. ... The 49ers have a bye this week. The Cardinals are at Green Bay on Sunday.

Iran has pictures of restricted Israeli areas: Iran MP

DUBAI (Reuters) - Iran holds pictures of Israeli bases and other restricted areas obtained from a drone launched into Israeli airspace earlier this month, an Iranian lawmaker was quoted as saying on Monday.

Earlier this month, Israel shot down a drone after it flew 25 miles into the Jewish state. Lebanese militant group Hezbollah claimed responsibility for the aircraft, saying its parts had been manufactured in Iran and assembled in Lebanon.

The drone transmitted pictures of Israel's "sensitive bases" before it was shot down, said Esmail Kowsari, chair of parliament's defense committee, according to Iran's Mehr news agency. He was speaking to Iran's Arabic-language Al-Alam, Mehr reported on Monday.

"These aircraft transmit their pictures online, and right now we possess pictures of restricted areas," Kowsari was quoted as saying.

In Tel Aviv, a senior Israeli military officer, asked whether the drone had been equipped with a camera capable of transmitting photos, said: "To the best of our knowledge, no."

The military recovered wreckage of the aircraft after it was shot down over a forest near the occupied West Bank.

Israeli air space is closely monitored by the military and, except for commercial air corridors, is restricted, with special attention paid to numerous military and security installations.

Israeli threats to bomb Iranian nuclear sites if diplomacy and sanctions fail to stop Tehran's nuclear program are a flashpoint for tensions in the Middle East. The West suspects the program is designed to develop a nuclear weapons capability, something Tehran steadfastly denies.

Iran's military regularly announces defense and engineering developments, though some analysts are skeptical of the reliability of such reports.

On Sunday Iranian Defense Minister Ahmad Vahidi said the downed drone did not represent Iran's latest know-how in drone technology, according to Mehr.

In April, Iran announced it had started to build a copy of a U.S. surveillance drone, the RQ-170 Sentinel, captured last year after it came down near the Afghan border.

Microsoft: Windows Phone to catch up in apps

(AP) ? Microsoft launched a new version of its Windows Phone software with broad support from smartphone makers, cellphone carriers and app developers as the software company tries to position new Windows gadgets as strong alternatives to Apple and Android devices.

The company also promised to address one of the chief shortcomings with Windows Phone: the dearth of third-party applications relative to offerings for Apple's iPhone and devices running Google's Android system.

Windows Phone 8 is the successor to Windows Phone 7, which launched two years ago but has had little traction in the market. The new software will run on more powerful phones, with flagship models coming from Nokia, Samsung and HTC, starting this weekend overseas and later in November in the U.S.

"People all over the world are about to fall in love with Windows Phones," Microsoft CEO Steve Ballmer said at the Windows Phone 8 launch event in San Francisco on Monday.

Microsoft said it will also catch up in offering third-party apps. There are 120,000 applications available for Windows Phone, but some apps that are popular on other systems are notably missing from Windows Phone because it can be hard to get developers interested in writing programs for a small number of smartphones.

Microsoft is patching some of those holes soon: Microsoft vice president Joe Belfiore said Internet radio service Pandora is coming to Windows Phone 8, along with games such as "Where's My Water?" Soon, he said, 46 of the 50 most popular smartphone apps will be available.

The company is also releasing an app for Skype, the Internet calling service it owns. The Skype app available for Windows Phone 7 was an unfinished, or "beta" version. The new Skype app will run in the background, listening for incoming calls without placing any drain on the battery, Belfiore said.

Microsoft scored a big endorsement from Verizon Wireless, the largest cellphone carrier in the U.S. It will carry three Windows Phones this holiday season, including its first Nokia phone in many years. No. 2 AT&T Inc. and No. 4 T-Mobile USA will also carry Windows Phones from Nokia and HTC, leaving only No. 3 Sprint Nextel Corp. out.

Verizon executives have said that they want to see a viable "third ecosystem" alongside Apple's iPhone and Google's Android. Having more potential partners to work with provides the carriers with more leverage against each one and would make them less dependent on the whims of Apple and Google.

Microsoft released Windows 8 for desktops, laptops and tablets last week. That event was devoid of surprises, as Microsoft needed to work with hundreds of partners such as computer makers ahead of time. With smartphone software, the number of partners is much smaller, so Microsoft was able to save some details for Monday's launch event.

For example, Belfiore revealed that Windows Phone 8 will come with a "Kid's Corner" feature. If enabled, kids will be able to start up the phone from the lock screen, gaining access to apps and games that the phone's owner has designated as safe for them. Belfiore brought his three children on stage to demonstrate the feature. Actress Jessica Alba lent star power to the event, endorsing Kid's Corner as a "busy mom."

Owners will also be able link apps to their lock screen, giving them at-a-glance information such as sports scores.

Windows 8 for computers has borrowed its look from Windows Phone 7, presenting applications not as icons but as "Live Tiles," which can be animated with data from the application. For instance, the "Pictures" tile shows a slideshow.

The live tiles and the distinctive user interface remain Microsoft's biggest selling points for Windows Phone. In terms of third-party applications and the features of the phones, it's mostly playing catch-up to the iPhone and Android.

Microsoft will be emphasizing the consistent look across devices in a massive advertising campaign that will talk not just about its new software, but its venture in hardware manufacturing. On Friday, Microsoft released its first tablet computer, the Surface.

"Between Windows 8, Microsoft Surface or Windows Phone 8, you won't be able to turn on the TV or open a magazine without seeing a Microsoft Windows ad," Ballmer said.

Storm already having effect on sports world

MIAMI (AP) ? The megastorm expected to create massive problems along the Eastern Seaboard over the coming days is already affecting sports.

Weather concerns prompted former NFL Commissioner Paul Tagliabue to postpone a scheduled Tuesday appeals hearing that he was to oversee in the New Orleans Saints' bounty-related case, with no new date immediately announced.

And the Boston Celtics will make their first road trip of the NBA season a day earlier than planned, choosing to fly into Miami on Sunday instead of Monday in an effort to beat the storm.

High school events along the East coast ? from Florida to North Carolina, New Jersey to Massachusetts ? also have been either rescheduled or postponed because of the storm, which was blamed for more than 40 deaths in the Caribbean before it began churning north. In Florida, several college soccer matches in recent days were affected, as were some elements of the Miami Heat weeklong celebration that ends with Tuesday's start of the NBA season.

Even gambling will feel a hit: New Jersey Gov. Chris Christie ordered that Atlantic City's 12 casinos be evacuated Sunday afternoon.

"We have to be prepared for the worst," Christie said.

Tagliabue is expected to announce a new date for the Saints' hearing in the coming days. Meanwhile, NFL spokesman Greg Aiello said the league is monitoring the storm's path, but did not anticipate a need for any changes to this weekend's schedule.

Philadelphia is also expected to get hit by the storm, though the 76ers do not expect their Wednesday opener at home against Denver to be adversely affected.

"I am told that even with a very bad storm, the game will go on schedule," Adam Aron, the 76ers' CEO, wrote in response to a question he received on Twitter.

Forecasters expect the worst of the storm to affect a huge swath of the East on Monday and Tuesday. Up to 2 feet of snow is predicted for West Virginia, a flood watch was in effect for New York, and experts said power outages could be possible from Virginia to Maine.

So instead of flying into the mess, the Celtics are seeking better weather before the worst of the storm hits.

They'll fly to Miami on Sunday evening, then practice at AmericanAirlines Arena on Monday ? the last workout before their meeting with the champion Heat on Tuesday night, in a rematch of last season's epic Eastern Conference finals. The Celtics' original travel plan called for a Monday arrival in Miami.

The first game of the NBA regular season might also be affected. Washington and Cleveland tip the season off at 7 p.m. on Tuesday ? about an hour before Boston-Miami will get going ? and the Wizards also were keeping a close eye on the storm's path. As of Saturday afternoon, the Wizards had no plans to alter their travel schedule.

USA Luge also decided to postpone a planned fundraiser in New York, which was scheduled for Monday night. Federation officials, who were planning to travel from their base in Lake Placid, N.Y., for the event, said they were heeding "the recommendations of state and emergency officials" and will push the fundraiser back until sometime in mid-December.

"Hurricane Sandy has dictated that we stay home," USA Luge spokesman Sandy Caligiore said.

As US and allies shift away from Afghan combat, some see stalemate even as Taliban weaken

KABUL - A new chapter of the Afghanistan war is opening with a slimmed-down Western force doing more advising than fighting, a resilient Taliban showing little interest in peace talks, and Americans tempted to pull the plug on a conflict now in its 12th year.

A decisive end seems nowhere in sight.

The allied offensive that just ended, spearheaded by an influx of 30,000 U.S. troops, hammered the Taliban in its southern strongholds. Yet the insurgency persists as the American-led international military coalition hands off security responsibilities to the Afghans before exiting in two years.

"We are probably headed for stalemate in 2014," says Stephen Biddle, a George Washington University political science professor who has advised U.S. commanders in Afghanistan and Iraq. If that is the case, the U.S. will have to pump billions of dollars a year into Afghanistan for decades to prevent its collapse, Biddle says.

What began in October 2001 under the Pentagon's hopeful banner of "Operation Enduring Freedom" has hardened into enduring resistance. The Taliban take heavy losses but regenerate as fast as they fall. They also maintain links to a range of other extremist groups, including al-Qaida and the Pakistan-based Haqqani network.

U.S. commanders say with confidence that their war campaign is on track, and President Barack Obama seemed to agree in his debate last Monday with Republican challenger Mitt Romney.

"There's no reason why Americans should die when Afghans are perfectly capable of defending their own country," Obama said.

Yet the path forward is dotted with question marks:

?Will Afghanistan's security forces be capable of holding off the Taliban on their own? Afghan forces outnumber the Taliban by more than 10-to-1, but currently not a single Afghan army battalion is capable of operating in the field without American advisers.

?If the Afghan forces falter, will the U.S. extend its stay or send in reinforcements to avoid a Taliban takeover?

?Will the U.S.-led military coalition hold together even as France and others dash for the exits in coming months?

?Will enough Afghans come to embrace the corrupt government in Kabul as a preferred alternative to the militant Taliban?

?Will the Afghans manage a peaceful transfer of power after a presidential election scheduled for 2014, in which President Hamid Karzai cannot run again? The independent International Crisis Group warned this month of a "precipitous slide toward state collapse" unless steps are taken soon to prevent a repeat of the "chaos and chicanery" of the 2009 presidential election and the 2010 parliamentary vote.

U.S. Defence Secretary Leon Panetta, who championed the additional American troops, remains optimistic.

"We've come too far, we've fought too many battles, we have spilled too much blood not to finish the job that we are all about," Panetta said in Brussels this month after meeting with his counterparts from NATO nations.

The "job" Panetta referenced is no longer to defeat the Taliban before 2015 or to eradicate al-Qaida in its Afghan redoubts, but to create an Afghan security force that can at least hold the substantial gains achieved by the U.S.-led international alliance.

It's not even clear whether the U.S. still expects to get peace negotiations with the Taliban started by 2015.

U.S. officials have said for years that the Taliban were unlikely to talk peace unless they felt their battlefield chances were slipping away. Those chances did take a heavy hit when the fresh American forces came on, yet the Taliban still show no appetite for negotiations.

Nevertheless, coalition military officers still speak of softening up the Taliban.

"Our task is to put our fist down the throat of the Taliban and squeeze his heart so that he will talk," said Australian Maj. Gen. Stephen Day, the coalition's chief of plans. He argues that the additional troops made the Taliban "a bit more quiescent," if not yet willing to negotiate.

Panetta and others assert that the troop increase also drove the Taliban farther from population centres and created an opportunity for the Afghan army and police to grow in numbers and experience.

The U.S. now has 66,000 troops in Afghanistan, joined by about 37,000 from allied countries. Decisions on how many more U.S. troops to withdraw next year won't come before the presidential election, but there are abundant signs that additional reductions will be ordered at some stage in 2013.

Army Brig. Gen. John Charlton, a deputy commander of coalition forces in Afghanistan's eastern provinces, says he is emphasizing to Afghan military leaders that the time has passed when they can expect the coalition to bear the lion's share of the fighting.

"Starting now, you've got to step it up," he said he's now telling them.

Charlton and other U.S. commanders interviewed recently in Kabul and at several remote outposts in eastern Afghanistan said they see marked improvement in the performance and confidence of Afghan forces this year.

Roger Noble, an Australian brigadier general who is a deputy operations chief for the international coalition, said he sees "pockets of excellence," but others see mediocrity and worse in the wider pool of Afghan forces. Noble acknowledged that Afghan soldiers are sometimes disillusioned with superiors whose corruption saps morale.

Some U.S. commanders express worry that no matter how much better the Afghan forces get before most Western forces go home in 2014, it could all be for naught if the Afghan government fails to strengthen its legitimacy in the eyes of ordinary Afghans.

Adding to a sense of unease is anger over a rising number of killings of U.S. and coalition troops by Afghan soldiers and police out of personal pique or in apparent sympathy with the Taliban. At least 57 coalition personnel, mostly Americans, have been killed so far this year in 40 "insider attacks." The latest was Thursday, when two U.S. servicemen were killed by a gunman in an Afghan police uniform.

After a spurt of insider attacks in August and September, one of Congress' most vocal advocates of pursuing the war, U.S. Sen. John McCain was so fed up that he called for a re-evaluation of the Obama administration's troop withdrawal plan, saying it might need to be speeded up. He later said that was a bad option.

American public support for the war has dropped precipitously during Obama's term in the White House.

A Pew Research Center poll in early October found that 60 per cent of respondents favoured removing U.S. troops from Afghanistan as soon as possible, with 35 per cent saying they should stay until the country is stable. That's a nearly complete reversal from a September 2008 Pew Research poll that showed 33 per cent wanted troops out as soon as possible and 61 per cent said they should stay until the country has stabilized.

Some fans boo Madonna for praising Obama

Alexander Demianchuk / AP

By Associated Press

Madonna drew boos and triggered a walkout by several concertgoers after she touted President Barack Obama on her "MDNA Tour" in New Orleans.

The Material Girl asked during Saturday night's performance: "Who's registered to vote?" She added: "I don't care who you vote for as long as you vote for Obama."

Drawing boos in touting Obama over Republican Mitt Romney, Madonna followed: "Seriously, I don't care who you vote for ... Do not take this privilege for granted. Go vote."

Madonna is often outspoken. Some Colorado fans, mindful of a mass shooting there, complained she used a fake gun to shoot a masked gunman in a recent concert act in Denver. A Madonna concert in Paris in July drew ire when a video showed a swastika on a politician's forehead.

Drinking silver will turn you blue - and here's why

By Tia Ghose, LiveScience?

Homeopathic medicine, colon cleanses, juice fasts: Of all the unproven health remedies, one of the weirdest may be taking colloidal silver. People drink the silver solution in an attempt to keep infections at bay, but those who drink too much turn a disturbing shade of blue-gray, a condition known as argyria.

Now, researchers have figured out why too much of the shiny drink can leave someone looking like the Tin Man. The same chemical process that develops black-and-white photographs also pigments the skin, according to an October 9 study in ACS Nano.

"It?s the first conceptual model giving the whole picture of how one develops this condition," said study co-author Robert Hurt, a researcher at Brown University, in a press release.

Enthusiasts of colloidal silver believe the metal's antibacterial properties will keep them from getting sick. There's no proof it works, but there is proof that taking too much can leave people permanently blue.

To find out how that happens, Hurt's team added silver to chemical mixtures to mimic the conditions in the human stomach and intestines, and also created a mock-up of human skin tissue.

The team found that stomach acid strips silver atoms of one electron (electrons have a negative charge), making a positively charged silver ion, or salt. The silver ion then seeps into the bloodstream through channels normally only used by other salts. From the bloodstream, the salts wind up in the skin.

When light hits the skin, electrons from the surrounding area immediately bond to the silver ions, turning them back into silver atoms. The chemical conversion results in darker particles, and the skin turns blue. The same chemical reaction is used to develop black-and-white prints.

So far, there's no known way to reverse the trend. To avoid looking like a Smurf, it's probably best to avoid the health tonic altogether.

Antarctic Ozone Hole 2nd Smallest in 20 Years

On the Earth's surface, ozone is a pollutant, but in the stratosphere, it reflects ultraviolet radiation back into space, protecting us from skin cancer-causing UV rays.

The ozone hole above the Antarctic has hit its maximum extent for the year. Due to warm temperatures, the opening in the protective atmospheric layer was the second smallest it has been for 20 years, scientists said Wednesday (Oct. 24).

Stretching to 8.2 million square miles (21.2 million square kilometers), an area roughly the size of all of North America, the ozone hole?reached its peak on Sept. 22. The largest one recorded to date spanned 11.5 million square miles (29.9 million square km) in 2000.

On the Earth's surface, ozone is a pollutant, but in the stratosphere, it reflects ultraviolet radiation back into space, protecting us from skin cancer-causing UV rays.

Scientists say the hole in this protective ozone layer mainly is caused by chlorine from man-made chemicals called chlorofluorocarbons (CFCs), which were created in the early 20th century and used in products like spray cans. CFCs, which destroy ozone, are believed to linger in the stratosphere for decades.

Air temperature can affect the rate at which these CFCs break apart ozone molecules. Years with large ozone holes are generally associated with very cold winters over Antarctica and high polar winds, the scientists say.

Researchers with the National Oceanic and Atmospheric Administration (NOAA) said the gouge, which forms in September and October, was smaller this year because of warmer air temperatures high above?the South Pole.

"It happened to be a bit warmer this year high in the atmosphere above Antarctica, and that meant we didn't see quite as much ozone depletion as we saw last year, when it was colder," said Jim Butler with NOAA's Earth System Research Laboratory in Boulder, Colo.

The Antarctic ozone hole was first discovered in the late 1970s. The gash continued to grow steadily during the 1980s and 90s, though since early 2000 the growth reportedly leveled off. Scientists, however, have seen?large variability in its size?from year to year.

Although the production of ozone-depleting chemicals has been regulated for the past 25 years, scientists say it could be another decade before we start seeing early signs of Antarctic?ozone layer recovery. NASA atmospheric chemist Paul Newman has estimated that the ozone layer above Antarctica likely will not return to its early 1980s state until about 2060.

Microsoft officially launches Windows 8

23 hrs.

Microsoft Thursday?launched Windows 8, the latest version of its operating system, a version it hopes will be modern enough to keep existing users and draw new ones to it.

Steven Sinofsky, president of Windows and Windows Live, kicked off the event in New York City?by saying?that Microsoft is celebrating the global availability of Windows 8 on Thursday.?

Sinofsky revealed that WIndows 7, the prior version of Microsoft's desktop operating system, has sold more than?670 million licenses. Yes, over?670,000,000 copies of Windows 7 are out there in the world, on people's computers. Windows 8?uses Windows 7 as its foundation, so naturally there are high expectations. The new?operating system has undergone more than 1,240,000,000 hours of testing, according to Sinofsky.

Sinofsky referenced the days when we were basically "living in caves," the time of Windows 95. He used memories of that era to emphasize just how far Microsoft's operating system has come. Now, more than?1,000 PCs have been certified for Windows 8, bringing on what the folks at Microsoft describe as a new era of computing (and of Windows).

Sinofsky did at one point acknowledge that some folks might call out Microsoft's newly launched app store for having a small selection of apps, in comparison to what is available on other platforms, such as Apple and Google.

"We see today as a grand opening, and a very strong one," he said. And he says that there are more apps in the Windows app store than there were in any competitor's at launch.

Microsoft executives Mike Angiulo and Julie Larson-Green offered a demonstration of Windows 8 on older (and updated) devices, as well as on new gadgets. They emphasized how the new operating system runs significantly faster than its predecessor on older devices?? cheers were heard from a group in the audience when this detail was pointed out?? but focused on all the new Windows 8 devices hitting the market right now.

After Angiulo and Larson-Green wrapped up their demonstration, the booming voice of Microsoft CEO Steve Ballmer flooded the event space. "It's an exciting day," he declared.

Ballmer walked everyone, once again, through the basics of the Windows 8 ecosystem, declaring several features as working ?"magically."

With Windows 8, "seeing, touching, clicking, and swiping is really?believing," Ballmer says. "Welcome to the world of Windows 8."

Governance, Risk And Compliance - Business Computing World

It has been estimated that businesses across Europe face an extraordinary 85 changes in sector-specific or generic legislation each day which impact directly on business processes. In the face of this external onslaught, it is no surprise that businesses are devoting more time than ever to ensuring compliance and understanding the impact regulatory change has on their day-to-day operations.

In many cases, such regulation is doing no more than formalising what should already be recognised as industry best practice. Yet the adoption of an effective governance, risk and compliance (GRC) strategy which effectively addresses all these issues will complex and time-consuming for many businesses.

The key to success is to adopt a process-driven approach, one which seamlessly integrates change within the organisation?s? broader operational strategy and is fully supported by real-time reporting and audit trail.

Integration

A GRC framework enables the business to meet a range of external and internal pressures. The most common reason for its adoption is currently that of compliance management, as the organisation looks to ensure its processes are operating within the boundaries of local legislation, regulation and internal business policies.

Risk management is another driver for change, as a common GRC platform allows the business to define the right controls to mitigate the risk of failing to achieve company objectives and to install effective measures designed to reduce the consequences should they occur.

In the area of policy management, a GRC solution will support more effective corporate governance, by understanding the full life-cycle of all policies, from creation and release to an assessment of ongoing effectiveness.

Finally, audit management should enable the business to improve consistency and reduce staffing costs, by assessing quality and performance of all audit-related tasks, as well as providing a real-time overview of the company?s risk and control landscape.

Benefits

The organisation will benefit from a process-led approach in a number of ways. First, by directly linking risk and controls with business processes and keeping them closely aligned to corporate objectives and policies, the business can be confident that it is fully compliant with its regulatory obligations.

By reducing conflict between the IT control departments and the broader business, the business becomes more agile, enhancing both operational effectiveness and customer responsiveness. A single unified repository across all risk and compliance areas removes wasteful duplication and guarantees consistency of data and reporting. And, by re-using business processes, compliance demands and reports via a centralised platform allows the business to adapt rapidly to new regulations, with minimum disruption to the business.

A process-driven approach to GRC will allow the business to benefit from greater transparency, consistency and efficiency. As a result, compliance management is transformed from a purely reactive activity forced upon the business to a proactive strategic management tool.

This not just fine theory. A European insurance company, which recently implemented a new internal control system based on an integrated GRC platform, is making estimated annual savings of ?2.5 million and an ROI of over 150%, as it automates previously manual processes and alerts in ensuring full regulatory compliance.

Chicago Press Release Quotes | Public Safety Communications

From: Chairman of the Illinois Public Safety Telecommunicator Training Standards and Certification Initiative Committee

A few years ago, Nathan was invited to be the sole closing session speaker at the IPSTA (Illinois Public Safety Telecommunications Association) state conference in Springfield, Illinois.? I was aware of the Lee family tragedy, but as an APCO Board member, I was concerned about the content of what Nathan might say.

The conference was attended by 600 or so public safety officials; senior management, supervisory personnel and call-takers/dispatchers.

The conference hall was filled with every seat occupied.? Nathan began his presentation and showed a heart wrenching video of his life with Denise and the hole that her loss has left.? The audience uncharacteristically hung on his every word.?? Other than his voice, there was a eerie silence in the room.

I?ve worked in emergency communications for the last 42 years and thought there was not much that could unnerve or astonish me.? However that day was certainly unforgettable.

That experience changed my life.? I decided on that day, at that meeting, I would do whatever it took to ensure that all Illinois PSAP call-takers and dispatchers would have standardized training and mandatory certification.? Each time I attend a DAL presentation, I find my heart aching for the Lee family, eyes watering and my resolve firmly intact.

Nathan?s tragedy has changed the emergency communications? profession, not just in Florida, but in many places across the country.? Thank you for not succumbing to hatred and anger.? Through your personal strength and willingness to share your family?s story, you have shown us in 9-1-1 that there is work to be done so that no other family must bear the loss that yours has.

I was able to see his presentation at the APCO conference in 2009, but to hear more details shared since the court case has been wrapped up was somehow even more inspiring than the first time I heard it. Thanks for bringing him to DU-COMM. I?ve overheard several operators today still discussing how much they enjoyed it and how much it affected them.

?I had the pleasure of being present for one of your talks at DU-COMM yesterday. I want to personally thank you for sharing your story with us and with so many others. I had previously heard parts of your story but did not know a lot of the details.? Thank you for reminding my co-workers just how important they are and how much impact they have in the community just by having a phone conversation.? You have more strength than I could ever imagine and I thank you again for reminding me that everyday is a gift.

Scientists solve mystery of singing sands

In a few places on Earth, sand "sings" as it falls down dunes, making a low droning sound that lies within the bottom half of a cello's musical range.

For centuries the eerie humming in deserts mesmerized visitors such as explorer Marco Polo and scientist Charles Darwin, who couldn't explain the origin of the sound.

Scientists suspected they were hearing vibrations in the subsurface layers of the dunes. In 2009, however, University of France researchers found that the sound is created by vibrations of the sand grains that avalanche down the dunes.

In a new study to be published Friday in the journal Geophysical Research Letters, those French scientists tackle another mystery: How can singing sands create multiple notes at the same time?

To answer that question, the scientists studied sound produced at two different dunes: one in the Sahara in southwestern Morocco, and one near Al-Askharah, a coastal town in southeastern Oman, on the Arabian Peninsula. [Hear the singing sand dunes.]

In Morocco, the sands consistently produced a note at 105 Hertz, in the neighborhood of the G-sharp two octaves below middle C, according to a release describing the study. The Omani sands also sang, but sometimes belted out a cacophony of almost every possible frequency from 90 to 150 hertz, or about F-sharp to D, a range of nine notes.

One difference between the dunes stuck out: While the Moroccan grains were of a relatively uniform size, the Omani sand grains were all over the place. Researchers then isolated grains of different sizes and recorded the sound they made moving through the air in a laboratory setting.

They concluded the notes produced by the sands depend upon the size of the grains and the speed at which they whistle through the air.

But scientists still don't understand how the erratic motion of flowing grains translates into sounds coherent enough to resemble musical notes, according to a release on the research.
