Ahead of the Bell: Whole Foods

AUSTIN, Texas (AP) ? Whole Foods has declared a special dividend of $2 per share, a step that many companies are taking ahead of impending tax increases and government spending cuts at the start of 2013.

The White House and Republican congressional leaders are trying to strike a deal to avoid falling off the fiscal cliff, as the combination of simultaneous tax hikes and spending cuts has been dubbed.

Whole Foods Market Inc. is one of the latest companies to issue a special end-of-year payment to protect investors from potentially having to pay higher taxes on dividend income starting in January.

The natural grocery store chain said that the special dividend will be paid on Dec. 21 to shareholders of record on Dec. 10.

With almost 186 million shares outstanding, the special dividend would cost Whole Foods about $372 million.

Its stock added 32 cents to $93.40 in premarket trading on Friday.

Whole Foods declared a regular quarterly dividend of 20 cents per share earlier this month. That dividend will be paid Jan. 29, 2013, to shareholders of record on Jan. 18, 2013.

Many companies are reviewing their dividend policies now that it appears investors could soon pay higher taxes. Since 2003 investors have paid a maximum 15 percent on dividend income. But that historically low rate will expire in January unless Congress and President Barack Obama reach a compromise on taxes and government spending. As it stands, dividends will be taxed as ordinary income in 2013, the same as wages, so rates will go up depending on which income bracket a taxpayer is in. For the highest earners, the dividend rate would jump to 43.4 percent.

Whole Foods is based in Austin, Texas. It has more than 340 stores in the U.S., Canada and the United Kingdom.

Setting the stage for ?SOLD?

Selling your home can be hard for anyone to wrap their mind around. All of the ins and outs?of the process, finding your new home, moving, gulp and the list goes on and on. The best?thing you can do is to hire professionals to help guide you through the process and give you?all the information that you need to make the best decision for you and your family?s future.

The first item, when you decide to sell, is that your home is no longer your home. It has now?become a property or an asset that you need to liquidate. All of the work you have done?to make it yours, surprisingly, may now become a hindrance in the selling process. Do not?take it as a personal insult when a Buyer comes through and hates all the faux painting that?you spent hours on or the forest green carpet that you dearly love. Separate yourself from?the ?Home? mentality to the ?Asset? mentality and you will save yourself a whole lot of?frustration later.

When selling a property it?s kind of like a romance. You have to set the mood and show?off your best side and minimize the areas that need some work! For this you can hire a?professional or try the following 15 easy steps to ?Setting the stage to sold?.

1. Clear out the clutter. All buyers like open, spacious looking rooms even if they are?not so spacious when looking at a tape measure. So clear out your stuff to achieve the?illusion of space. Put the extra furniture you don?t need but want to keep into storage,?(maybe in Grandmas basement) sell or donate it. Take down those adorable family?photos and the kids favorite posters, pack up the knickknacks and make the fridge clear?of all artwork and things to do lists! It is especially important to keep all hallways and?doorways clear of clutter. Remember, you want the buyer to envision their possessions?in their future home not be overwhelmed by all of your stuff!

2. Use counter intelligence. Let those counters shine through! Go and clean off all of the?counters in the kitchen, bathroom and laundry room. Put the counter appliances away,?throw out any old magazines you have sitting around, read and sort through your stack?of mail, buyers do not need to see all of that. You want the property to convey the look?of lots of counter space not the fact that you use such and such laundry detergent and?you?re late paying your electric bill.

3. Be a Bloodhound. A home should smell good but not of the latest new air freshener?scent. We become immune to the smells in our homes so I suggest having a friend come?over to be the Bloodhound and point out the odors that need to be eliminated. This is?the friend who is not too afraid of offending you but will be honest in what he or she?truly sniffs! The top three odor issues within a home are usually cooking odors, pet odor?and smoking. You should not try and mask the odor causing sources within the property?but go to the source and get rid of it. We will touch more on this one later.

4. Illuminate. A dark home is hard to sell. Clean all of those light fixtures and in very dark?rooms like bathrooms with no windows I suggest replacing existing light bulbs with GE?Reveal bulbs. Yes, I know they are not as energy efficient but they give off a beautiful,?bright, full spectrum lumen that is so much brighter than standard energy efficient light?bulbs. When buyers come to view your property turn all those clean, sparkly lights on!

5. Keep it clean. Buyers perceive a clean house to a home that has been taken better care?of. Clean everything?.baseboards, molding, air vents, interior and exterior doors and?door frames, cabinets, walls, tile, carpets, ceiling fans, windows, flooring, kitchens (yes,?I mean the stove burners and oven, microwave and fridge especially) and bathrooms.?Replace furnace and air intake filters, fix that drippy faucet, caulk and patch all of those?nail holes then re-paint. Repair all those items that you haven?t gotten around to and?that, if you where a buyer, you would want to see maintained on the home you are buying. Better yet, be pro-active and get a home inspection. Don?t forget to clean out?and organize the garage and basement! The most important item in this section is to?keep it clean and neat for every showing! Some of my favorite products are: For walls?and plastic items like door handles on the fridge use a magic eraser, amazing. Use?Murphy?s Oil Soap to clean the cabinets then use Old English scratch cover on all of your?non painted cabinet surfaces. It is available for light or dark wood and will make most?cabinets look almost like new. Goof off and simple green are your friends!?Avoid offence. The last thing a seller needs is to go to all of the work to make your?property shine above all other properties and the buyer takes offence to something you?didn?t think about putting away and there goes an opportunity out the front door. Take?the trophy deer heads off the wall and pack them, make sure there are no provocative?or controversial items or magazines laying around, religious or spiritual items should be?minimized or packed. In the master bedroom, well, let?s just say, make sure nothing is?left out that could cause great embarrassment to all parties who witness them. (Blush)?Clean out closets. Go through all of the closets and cabinets in the property. If you?are not using it pack it up or get rid of it. Buyers do look and partially empty closets and?cabinets look roomy and space sells. Under the cabinets that have had a leaky faucet I?suggest making sure the leak is fixed then lining the water damaged cabinet floor with a?scrap piece of linoleum or vinyl shelf paper.?Embrace the White. Bright, beautiful wall colors are so in and you love the colors you?lovingly painted each wall in your home. Well, it will soon not be your home anymore?it will be someone else?s and they may not like what you loved. Paint is a relatively?inexpensive way to make a house look clean and fresh. If you are going to do some?interior repainting prior to selling, keep it light and neutral. Lighter colors reflect light?and will make rooms look brighter and larger.

Is that a carpet stain? Take a close look at all of the carpet in your house after you?have had it cleaned. If those stains won?t come out and it still looks dirty, soiled or?stained, replace the carpet with something neutral or consider wood or laminates as?alternatives. Buyers love the words ?newer flooring?!

Keep it safe. Now that you will have buyers in and out of your house consider keeping?your fine jewelry and Grandpas pocket watch in a safety deposit box not in your?jewelry armoire in the bedroom. Lock up the guns and anything that you value. Remove?prescription drugs from your cabinets as you do not want these items to walk off?either. I suggest hiding them in a shoe box in the closet or in a food box in the pantry.?No matter how diligent we Realtors are when showing a property things can and do?happen. So be smart and keep it safe!

Peel the peeling wallpaper. If your wallpaper is pealing, especially in the bathrooms,?remove it if you can?t fix it with a few drops of wallpaper paste. I suggest to then paint?the walls in a neutral color that goes well with the bathroom tile.

Ditch the cigarettes. Having a smoker in the house while trying to sell will eliminate?many potential buyers. More and more buyers these days will not even look at a house?that has been repeatedly smoked in. So, move the smoking outside and if the property?s?interior is yellowed by smoking you have no choice but to scrub everything down walls?and ceiling, shampoo the carpet and you may be forced to paint even if the interior?paint is in good condition.

Set your house apart. You want your property to stand out over the competition. This?is made more difficult by homes in communities where there are many other similar?floor plans available in the neighborhood. Try turning on soothing music while the?house is being shown, a fresh bouquet of flowers on a table or counter, again turn all?of the lights on, set out small little signs highlighting some of your favorite features of?the home. Do something that will make the buyer remember your property in a positive?light!

14. We love our pets. We love our animal family members but not everyone feels the same?way. Barking dogs whether aggressive or not can be a big turnoff for some buyers when?viewing property. If you can, take the babies out for a walk when the property is being?sold. Put Fluffy the cat in a pen during a showing instead of closing her in a room with?a note on the door that says do not open and let cat out. I know these can?t always be?done but it is something to think about.

15. Flower power. If you are selling during the warm weather season, get that lawn?looking great and plant those flowers! You only get one chance to make a great first?impression when a buyer drives up and sees your property for the first time. A beautiful?lawn with gorgeous flowers can be well worth the expense to help with curb appeal.?It makes a property ?feel? brighter, softer, more welcoming and to stand out in the?neighborhood. Besides what is Romance with some flowers!?Don?t let this process overwhelm you, do what you can within your budget. Also remember to?not go overboard every time your property is shown. Your goal is to make your property shine?and the buyers saying to themselves ?yes I could live here?!

NEW YORK (AP) ? In the middle of the night, as most of New York slept, something big and bright lit up the Manhattan skyline for just seconds ? a tightly kept secret to all but a handful of people.

It was a tiny test for the huge public surprise four days later: the flipping of a switch at the Empire State Building to turn on its dancing new LED lights. They burst from the skyscraper while synchronized with R&B star Alicia Keys singing "Empire State of Mind" on nationwide radio.

The LED system has "16.7 million color possibilities, in digital combinations of ripples, sparkles, sweeps and strobes," says Phil O'Donnell, of Burlington, Mass.-based Philips Color Kinetics that's responsible for the system and worked with a resident lighting designer. "It's the sum of all possibilities ? a huge palate."

The old lights came in only 10 colors.

From Manhattan and the Bronx to Staten Island and even New Jersey, "there were hundreds of thousands of people on the streets looking up, filming and videoing, clustered on street corners," when the new lights came on, said Anthony Malkin, whose family controls the iconic Art Deco building.

In an interview with The Associated Press at his office, he glowed with pleasure describing Monday night's inaugural light show.

Keys also sang "Girl On Fire" from her new CD.

After all, the 102-story skyscraper "has always been a symbol of what's possible in New York, and all the dreams that can come true in this city that never sleeps," Keys, a New York native, said before her performance, which was ready on tracks while she watched from a Manhattan studio.

Malkin and his technical team wanted to test the new lighting system with as few people noticing as possible and chose early Thanksgiving morning.

Good luck, in the middle of Manhattan, with people walking around even at 2:30 a.m.

That seemed the best moment, after most bars close and before dawn.

"We decided to do it facing west, in very short bursts between 2:30 a.m. and 3 a.m., because we knew we didn't have a camera trained on us from there," Malkin said.

Apparently, the secret test worked. No images of the Empire State Building alight that night appeared anywhere, as far as Malkin knows.

To stage the show, he worked with Clear Channel radio, which has 239 million monthly listeners in the United States.

The lights are part of a larger effort to modernize the 81-year-old edifice that is undergoing a more than half a billion-dollar renovation that includes making it "green." The computerized LED system will cut energy consumption by more than half, while delivering light and vibrancy superior to the old floodlights, which have huge timpani drum-size lenses that had to be changed every so often, O'Donnell said.

They may still have nostalgic value to some who watched them light up New York City for every special occasion from Christmas to the Fourth of July.

They were part of "the grande dame of the New York skyline, now state-of-the-art, but still stately," says Malkin, adding that the light show was "a gift we gave to the world, these lights. We don't get paid for this."

On a sunny Wednesday afternoon, with a spectacular view of the new World Trade Center and New York Harbor, a vacant space under reconstruction on the building's 72nd floor was filled with the retired floodlights, sitting side by side in long lines, veterans of years of New York weather. What will be done with them is also a secret ? for now.

One old light will not be discarded in favor of a 21st century novelty: a red beacon ? "half the size of a Volkswagen Beetle," as Malkin puts it ? that serves as a warning signal for aircraft constantly flying over New York City.

AirWatch Partners with Siemens for Unified Communications ...

Mobile device management (MDM) provider AirWatch?has partnered with Siemens Enterprise Communications?on a deal the companies hope will help relieve the stresses of implementing mobile unified communications (UC) and managed mobility solutions. The referral partnership will provide Siemens Enterprise Communications with AirWatch?s mobile security, device management, and application management solutions, which, according to the company, will make it easier for customers to deploy, manage and use mobile UC. Here are the details.

The partnership enables Siemens? OpenScape unified communications platform to provision their applications to mobile devices over the air. AirWatch CEO John Marshall weighed in to explain, ?That means we will continue to simplify BYOD initiatives by bringing both secure mobile device management and unified communications together.? The integration of both solutions attempts to simplify deployment, management and ongoing support for these tools across multiple device types and mobile operating systems from one single console.

AirWatch has been working with Siemens Enterprise Communications for the past couple of months through AirWatch?s internal network of customers and relationships. ?By working with key partners, this announcement is another step in our overall mobile enterprise integration,? said Marshall. ?The partnership is a major win for Siemens and AirWatch, especially from a BYOD perspective.?

The Future of Marriage and the Wisdom of Tradition

As Sherif Girgis, Robert P. George, and I argue in The Wall Street Journal, the future of marriage is the future of humanity.

Conservatives rightly uphold the institution of marriage between a man and a woman because marriage is the seedbed of society, the necessary precondition for limited self-government.

But not everyone sees it this way. With the Supreme Court expected to decide this week whether to hear challenges to traditional marriage laws, now is the time for citizens to think deeply about the nature and purpose of marriage.

Marriage unites a man and woman holistically?emotionally and bodily, in acts of conjugal love and in the children such love brings forth?for the whole of life.

In the revisionist view of marriage, however, what sets marriage apart from other bonds is emotional intensity?what one philosopher refers to as your ?number one person.? But nothing about emotional union requires it to be permanent. Or limited to two. Or sexual, much less sexually exclusive. Or inherently oriented to family life and shaped by its demands.

As a result, redefining marriage to include same-sex relationships would harm the common good as it obscures the true nature of marriage and thus weakens the marriage culture. Weakening marital norms would hurt children and spouses, especially the poorest among us.

Empty appeals to ?equality? get us nowhere. As my co-authors and I argue:

Every marriage policy draws lines, leaving out some types of relationships. Equality forbids arbitrary line-drawing. But we cannot know which lines are arbitrary without answering two questions: What is marriage, and why does it matter for policy?

The conjugal and revisionist views are two rival answers; neither is morally neutral. Each is supported by some religious and secular worldviews but rejected by others.? So voters must decide: Which view is right?

The best philosophy, theology, sociology, and what G. K. Chesterton called the democracy of the dead?tradition?all suggest that the conjugal view is right.

As we argue in our new book What Is Marriage? Man and Woman: A Defense, marriage is a uniquely comprehensive union. It involves a union of hearts and minds but also a bodily union made possible by sexual complementarity. Marriage is inherently extended and enriched by procreation and family life and objectively calls for similarly all-encompassing commitment, norms of permanence, and exclusivity.

In the op-ed, we detail why conservatives would be ill-advised to abandon support for conjugal marriage even if it hadn?t won more support than Governor Mitt Romney in every state where marriage was on the ballot.

Temple Terrace mayor declares ?Skip Holtz Day?

As USF football coach Skip Holtz prepared for his weekly radio show on 98.7 FM to talk about Saturday?s game against Pittsburgh, he seemed surprised to see Temple Terrace Mayor Frank Chillura and City Council members Grant Rimbey and David Pogorilich in attendance.

Though the football team has gone 3-8 this season ? its worst record in school history ? Chillura declared the day, Nov. 27, as ?Skip Holtz Day? to honor Holtz?s commitment to the Temple Terrace area and or deciding to host his show in the Temple Terrace Beef ?O? Brady?s.

?We appreciate that Skip chose to host his show in our town,? Chillura said. ?Due to our close proximity, we look forward to working more with the USF community in the future.?

Chillura made the announcement minutes before Holtz and co-hosts Jim Louk and Mark Robinson were set to broadcast, saying he wanted to partner more with USF in the future.

Holtz, who moved around to many different locations to host his show, said Beef ?O? Brady?s seemed like the nicest place to do it. He seemed surprised but grateful, to have the day named in his honor.

Though Holtz recognized the season hasn?t been USF?s finest, he said the team needs to continue to move forward and build.

?Everything isn?t always going to go our way,? he said during the show. ?But my favorite memories of this team and its senior class would have to be the way that they handled this adversity.?

In a press release earlier on Tuesday, Chillura encouraged fans and students to watch the show in the ?Bulls? Pen? at Beef ?O? Brady?s. About 50 people, including alumni and students, were in attendance to watch Holtz?s last show of the season, and the Bulls coach and Chillura took time to talk with residents and students.

As the show wound down, a humbled Holtz stood up, thanked the crowd and announced he would pay for everyone?s meals.

It is unclear whether ?Skip Holtz Day? will occur annually.

Nook app updated with support for UK store, several new languages

Nook for Android

Following hot on the heels of the latest Nook tablet hardware going on sale in the U.K. last week, Barnes & Noble has updated its Android app today to support users in that market as well. The latest version makes over 2.5 million U.K. books, magazines and newspapers available to users. Additionally -- and as you would expect -- the update brings added language support for British English, French, Italian, German and Spanish, although full dictionary support is only for British English at this time.

One quick thing to note for all users of the Nook app is that the app name will change after this update, and will now be labeled simply as "Nook" rather than "B&N Nook." You can grab a download of the Nook app at the Google Play Store link above.

White House: Tax hike threat could hurt retailers

WASHINGTON (AP) ? Despite early signs of robust sales, White House economists warned Monday that the uncertainty of a potential hike in taxes next year for middle class taxpayers under the looming fiscal cliff could hurt consumer confidence during the crucial holiday shopping season.

In a new report that coincides with Congress' return after the Thanksgiving holiday, the White House says that if lawmakers don't halt the automatic increase in taxes for households earning less than $250,000, consumers might even curtail their shopping during the current holiday season.

"As we approach the holiday season, which accounts for close to one-fifth of industry sales, retailers can't afford the threat of tax increases on middle-class families," the report by President Barack Obama's National Economic Council and his Council of Economic Advisers says.

The report comes as official Washington dives back into negotiations on how to avoid tax hikes and deep spending cuts scheduled to begin taking effect Jan. 1.

White House and congressional leadership aides said Obama spoke separately with House Speaker John Boehner and Democratic Senate Majority Leader Harry Reid over the weekend. The aides would not reveal details of the conversations. Obama last met with the bipartisan congressional leadership to discuss the fiscal cliff on Nov. 16. No new meetings have been announced.

Meanwhile, the stock market edged lower in the morning as the outcome of the budget talks remained inconclusive.

Retailers such as Macy's, Target and Saks were down in early trading, amid fears that consumers might cut back this season. But the National Retail Federation reported earlier that 247 million shoppers visited stores and shopping websites during the long Thanksgiving weekend, up 9 percent from a year ago. They spent an average of $423, up 6 percent.

The White House report also says a sudden increase in taxes for middle-income taxpayers would reduce consumer spending in 2013 by nearly $200 billion, significantly slowing the economic recovery.

The figures echo estimates by private forecasters and by the Congressional Budget Office.

Congress and Obama have until the end of the year to avoid across the board tax increases that would do away with rates set during the administration of President George W. Bush and restore higher tax rates in place during President Bill Clinton's administration when the economy was robust and the federal government had a budget surplus.

Many middle income taxpayers also would be exposed to automatic tax increases under the Alternative Minimum Tax, which is designed to guarantee a certain level of tax payment by wealthier taxpayers.

According to the report, a married couple earning between $50,000 and $85,000 with two children would see a $2,200 increase in their taxes.

Obama wants the Bush-era tax rates to remain at their current level for households earning less than $250,000. He is calling on Congress to increase taxes for families earning more than that threshold.

Obama's plan is part of an overall deficit reduction package that would increase tax revenue by about $1.5 trillion and reduce spending by a similar amount over 10 years.

Congressional Republicans, led by Boehner, have said they are open to including discussions about additional revenue but have balked at any plan that raises tax rates on the wealthy. They argue that the higher rates would also hit some small businesses, stifling economic growth.

Instead, they have advocated changes in the tax code that would eliminate tax breaks and loopholes that primarily benefit the wealthy. Several key Republican lawmakers have also said they would not be bound by a no-tax-increase pledge that they have adhered to in the past.

House Majority Leader Eric Cantor said Monday the urgency of finding solutions intensifies as the end of the year approaches.

"If we don't do anything, on Jan. 1, 2013, there's a lot more people paying a lot more," the Virginia Republican said on MSNBC.

Cantor said the rapidly approaching deadline accounts for the more serious tone to the debate, but also reaffirmed the GOP's opposition to raising tax rates for the wealthy. "We've got to have the president step up and say, here's my position on how we reform these entitlements and start managing down the deficits," he said.

"What should be on the table is a recipe to fix the problem and not give away growth," Cantor said, when asked whether Republicans would agree to have increases in tax rates considered.

"We were re-elected to fix the problems, get the economy going again," he said. "Well, the president got re-elected and we know at the end of the year taxes are going to go up on everybody, rich and poor alike," if no action is taken to avert the hikes.

I Spent A Week In Google's Mailroom - Business Insider

When you think of Google, you probably think of Gmail and search. These two products are almost absurdly pervasive?if you don't use the former, you surely use the latter. And if you use neither, you probably don't have Internet access. (How are you even reading this?)

Despite defining how we communicate and locate information in the virtual world, Google faces a real problem with how to do this for itself in the physical world?the amount of mail that circulates in its internal mailroom is?absurd.

How do I know this?

Like any chump with a liberal arts degree, I was overeducated and underemployed when I arrived in New York City. I whiled away most of my days earning a paltry hourly wage at a temp agency, answering phones at a makeup company, and folding clothes behind the scenes at an apparel store. I was eking out a tenuous existence and slowly going nuts.

One day my luck changed. I scored a week-long assignment at Google's Manhattan headquarters. Sure, it was a job delivering the mail, but I'd be well-paid?by one of the world's definitive tech companies.

I was one of a three-person team responsible for delivering mail and packages to several hundred Googlers. After a shaky first day of training and many handfuls of snacks from the free food stations all over the building, I had my feet under me and spent the rest of the week as a mostly autonomous mailslinger.

Google's mail system operates as follows. The mail is divided into bins by floor and then by quadrant of each floor. The two pros I worked with knew where to put each piece of mail with a quick glance at the recipient's name. But I, the daft new guy, needed to look up every name. Your bin is loaded into a cart and you walk the floor, handing each Googler his mail. If he's not at his desk, the mail goes in a mailbox in the hallway.

Sounds a little uninspired, right? This is the world's leading tech company, responsible for self-driving cars and high tech computer glasses. Couldn't it find a more innovative, efficient way to distribute the mail?

No, and here's my theory why. As any object or system is developed and improved upon?anything at all?the potential for further improvement tapers off. Things tend toward their most optimized state?especially in the physical world.

It's why personal computers still look very similar to how they looked years ago. It's why freight trains still serve an essential purpose today despite seeming "old-fashioned." With minor improvements in speed or energy consumption here and there, these things are very close to their perfect forms.

Google will keep tweaking Gmail, a malleable digital service still in its infancy. But physical mail, which literally dates back millennia, to the Persian empire?

At the end of the day, Google's mail guy will still be carrying boxes of envelopes and packages down the hall, putting each missive in its appropriate slot.

Garment salesman arrested in 3 NY merchant deaths

NEW YORK (AP) ? A garment salesman was arrested on charges he systematically killed three shopkeepers as they worked alone in their clothing stores after a pharmacy worker recognized him from surveillance footage. Authorities believe the man had been poised to strike again.

Police said Salvatore Perrone, 63, was taken into custody Wednesday in the suspected serial killings that scores of New York City detectives were investigating.

A pharmacy worker recognized him as the balding man shown in surveillance footage leaving the scene of the most recent shooting, Nov. 16, with a duffel bag, police said.

Another shopkeeper came forward and said Perrone had gone into his store and questioned him about whether he worked alone and when he closed, police Commissioner Raymond Kelly said.

"It's reasonable to assume he was going to keep doing this, and, by arresting him, we saved lives," Kelly said at a news conference.

Perrone, of Staten Island, was arrested on charges of murder. He was in custody Wednesday and couldn't be reached for comment. A message left on his cellphone was not returned, and it was unclear if he had an attorney.

Detectives said they found the duffel bag at his girlfriend's home. Inside, they said, was a sawed-off rifle used in the killings, along with .22-caliber ammunition, black gloves, women's clothing, a bloody knife and a bottle of bleach.

Perrone's fingerprint was lifted from the murder weapon, Kelly said.

Initially, authorities thought the killer might have targeted the Brooklyn shopkeepers, who were from Iran and Egypt, because of their Middle Eastern backgrounds. But on Wednesday Kelly said there was no motive he could speak of.

In the most recent killing, Rahmatollah Vahidipour, an Iranian, was shot three times in the head and chest at his store, the She She Boutique.

After that killing, detectives discovered the same gun was used in the fatal shootings of two other shopkeepers when ballistics matched the .22-caliber gun shell casings on all three. On July 6, Mohamed Gebeli, an Egyptian, was found shot in the back of his shop, Valentino Fashion Inc. On Aug. 6, Isaac Kadare, also Egyptian, was shot in the head in his store, Amazing 99 Cent Deal.

There were other similarities in the deaths, authorities said: The bodies were all partially obscured, by clothing or, in one case, a box. The locations of the shops form an equilateral triangle and are about 4 miles apart, with addresses that contain the number eight.

Police earlier this week said they were looking to speak to four people who possibly witnessed the most recent killing and released video and clear images of the four. But they zeroed in on the man with the bag, who they now say was Perrone.

Kelly called Perrone "talkative" with detectives and said he made incriminating statements. But Kelly refused to reveal what Perrone said.

Police said they believe Perrone carried the murder weapon in the bag and traveled by subway.

Perrone, a Brooklyn native, is divorced and lives with his girlfriend. He went store to store trying to sell clothing, police said, but it was unclear if he had tried to sell to any of the victims.

Perrone was arrested in Franconia Township, Pa., in 2001 and charged with stalking, harassment, burglary and public drunkenness, but those charges were dropped when he pleaded guilty to a trespassing charge.

The State Bank of Vietnam has been making every effort to push up lending. However, commercial banks believe that the credit growth rate would be no more than five percent by the end of the year.

The Governor of the State Bank on November 9 released an instruction on the monetary policies to be applied in the last months of 2012 and early 2013, urging commercial banks to apply ?effective measures to expand credit to foster the economic development at a reasonable level.?

Le Quang Trung, Deputy General Director of VIB Bank said on Dau tu chung khoan that in fact, commercial banks now have profuse capital and they are ready to disburse money, not because of the central bank?s instruction.

VIB has been providing the credit packages with the preferential interest rates of 9.9 percent per annum for the real estate sector and 11.5 percent per annum for production and business.

Nguyen Hung, General Director of Tien Phong Bank, also said the bank has been doing everything it can to push up lending. It has checked all the loans and its clients, offered interest rate reductions, classified clients and disbursed more money to the clients, who have temporary difficulties but still can resume their business.

Though the measures have brought some initial results, Hung said the capital demand in the last months of the year would not increase sharply, because enterprises tend to be more cautious when drawing up their year-end production plan. Meanwhile, banks dare not lend money to the businesses which incur big debts and have big inventories.

Another banker also said that the disbursement of the bank?s credit package worth trillions of dong launched in September has been going very slowly.

?The problem here is that businesses cannot meet the requirements to access loans. They cannot borrow money not because banks don?t want to lend,? he said.

Also according to Trung, the ratio of outstanding loans on the mobilized capital is now between 75-85 percent (the figures vary for different banks), which means the capital redundancy of 5-15 trillion dong.

In its report about the economic situation in the last months of the year, Vietcombank Securities Company also said the loans demand would see sharp increase in the last months of the year, predicting the five percent credit growth rate for the whole year 2012.

Analysts say Vietcombank Securities has every reason to keep pessimistic about the credit growth. The commercial banks which are holding the biggest market shares all have reportedly unsatisfactory credit growth in the first nine months of the year.

Vietcombank, for example, reported the credit growth rate of 8.6 percent, Military Bank 10.7 percent, Sacombank 8.3 percent, Vietinbank 2.63 percent, Eximbank 1-2 percent. Meanwhile, Techcombank and ACB reported the minus growth rates of 3.35 percent and 0.01 percent, respectively.

If the five percent credit growth rate comes true, this would be far below the targeted level of 15-17 percent set up by the government earlier this year, and the adjusted target of 8-9 percent set up in mid-year.

Governor of the State Bank of Vietnam Nguyen Van Binh has affirmed at the ongoing National Assembly?s session that the credit growth rate could be 10 percent this year, if counting on the issued government bonds.

In 2011, the credit growth rate was 14 percent, but Vietnam could not issue government bonds.

Then, their pastor retired, and a new one was hired. Not only could he see right through the brothers' deception, but he also spoke well and true, and the church started to swell in numbers. A fundraising campaign was started to build a new assembly.

All of the sudden, one of the brothers died. The surviving brother sought out the new pastor the day before the funeral and handed him a check for the amount needed to finish paying for the new building.

"I have only one condition," he said. "At his funeral, you must say my brother was a saint." The pastor gave his word and deposited the check.

The next day, at the funeral, the pastor did not hold back. "He was an evil man," he said. "He cheated on his wife and abused his family." He went on in this vein for a small time, and the surviving brother was clearly fuming in his seat.

"But," the pastor concluded, "compared to his brother, he was a saint!"

Evolution of human intellect: Human-specific regulation of neuronal genes

ScienceDaily (Nov. 20, 2012) ? A new study published November 20 in the open-access journal PLOS Biology has identified hundreds of small regions of the genome that appear to be uniquely regulated in human neurons. These regulatory differences distinguish us from other primates, including monkeys and apes, and as neurons are at the core of our unique cognitive abilities, these features may ultimately hold the key to our intellectual prowess (and also to our potential vulnerability to a wide range of 'human-specific' diseases from autism to Alzheimer's).

Exploring which features in the genome separate human neurons from their non-human counterparts has been a challenging task until recently; primate genomes comprise billions of base pairs (the basic building blocks of DNA), and comparisons between the human and chimpanzee genomes alone reveal close to 40 million differences. Most of these are thought to merely reflect random 'genetic drift' during the course of evolution, so the challenge was to identify the small set of changes that have functionally important consequences, as these might help to explain the genomic basis of the emergence of human-specific neuronal function.

The key to the present study, led by Dr Schahram Akbarian of the University of Massachusetts and the Mount Sinai School of Medicine, was not to focus on the "letters" of the DNA code, but rather on what might be called its "font" or "typeface" -- the DNA strands of the genome are wrapped in protein to make a chromatin fiber, and the way in which they are wrapped, the "chromatin state," in turn reflects the regulatory state of that region of the genome (e.g. whether a given gene is turned on or off). This is the field that biologists call "epigenetics" -- the study of the "epigenome."

Dr Akbarian and colleagues set out to isolate small snippets of chromatin fibers from the frontal cortex, a brain region involved in complex cognitive operations. They were then able to analyze these snippets for the chemical signals (histone methylation) that define the regulatory state (on/off) of the chromatin. The results of their analysis identified hundreds of regions throughout the genome which showed a markedly different chromatin structure in neurons from human children and adults, compared to chimpanzees and macaques.

This treasure trove of short genomic regions is now providing researchers with interesting new leads involving the evolution of the human brain. Although some of the regions have remained unchanged during primate evolution, some more tantalizing ones have recently changed, having a DNA sequence that is unique to humans and our close extinct relatives, the Neanderthals and the Denisovans. The study also uncovered examples where several of these regulatory DNA regions appear to physically interact with each other inside the cell nucleus, despite being separated by hundreds of thousands of base pairs on the linear genome. This phenomenon of "chromatin looping" is implicated in controlling the expression of neighboring genes, including several with a critical role for human brain development.

The study, from laboratories based in the United States, Switzerland and Russia, draws further attention to the role of epigenetics and the epigenome in our biology and our evolution. As Dr Akbarian notes, "Much about human biology and disease cannot be deduced by simply sequencing the genome. Mapping the epigenome of neurons and other cells will help us to better understand the inner workings of our brain, and where we are coming from."
